Trailblazing

Gospel artist Vanessa Clarke is the recipient of the 2021 Prayze Factor Awards International Trailblazer Award. The organization unanimously voted to bestow Clarke with the honor which is presented to an individual based outside of the United States who they say is “trailblazing and setting above and beyond standards in spite of extreme challenges and hardships caused by extenuating circumstances”.

The Prayze Factor Awards organization has also decided that in seasons to come, the award will be named in honor of the Bahamian – The Vanessa Clarke International Trailblazer Award.

From her home in Grand Bahama, the wheelchair-bound Clarke, who is also known as “Divine Lady”, in a video message, thanked Prayze Factor Awards founder and producer Apostle Dr. Teresa Jordan and the Prayze Factor Awards for bestowing the honor on her.

“I say thank you to the Prayze Factor Awards for recognizing my contribution to gospel music on an international stage. I’m truly grateful and deeply humbled by this honor.”

Clarke’s information was submitted to the award program for its 14th season by fellow Bahamian gospel artist, Orlando “Landlord” Miller, The International Music Association (T.I.M.A.) international advisor.

Clarke was recently released from hospital after suffering a brain aneurysm and subsequent stroke. She has been unable to walk since 2018 due to a degenerative neurological disorder.

In her acceptance speech, Clarke said when she first became ill and found out there was no cure, the thing that was most important to her became even more important – her ministry and the mandate she said God has for her life.

“I’ve been in music ministry for the past 30 years, and I’ve never been fueled by awards – but from I was a little girl, I’ve always loved the Lord.”

At the same token, she said never in her wildest dreams did she think the Lord would use her as a psalmist, songwriter, journalist, radio personality, and author.

“This is not my dream but it was the path He carved out for my life because He knew deep in my heart that I loved Him.”

Today, she cannot walk, her hands barely work, she needs a ventilator to breathe daily, but she said she has told God that whatever she has left, she gives to Him.

“My love never waned, and I’m going all the way with Jesus,” said Clarke.

Prior to the award show, Clarke had posted on social media, “When I was well, I honored the Lord through my music ministry – recording with many artists over the years, my Christian radio show on The Light 810 am and through my Christian books. When my health began to deteriorate, I never shortchanged my love for God and tarried on – recording new music with my ventilator close by – and writing my latest book with the only two fingers that still work. I became immobile and so my traveling for ministry came to a halt. It was too much on my body. The Holy Spirit encouraged me to make music videos.”

When the pandemic hit in March 2020, Clarke, like everyone else with nowhere to go, said she was obedient and kept making videos as many churches continued to reach out to her to use her music for their virtual services.

“So, God allowed me to still be able to minister all over the place even though I was bedridden. So, I gave [God] even the parts of me that stopped working to be used for His glory. Thing is … you never know who is watching you.”

Her Prayze Factor Award is the end result.

“I extend my heartfelt gratitude to the Prayze Factor Awards for making me the first recipient of the International Trailblazer Award – an award that will also hereafter bear my name. Only God can do something like that and to Him I give all the glory. I worked very hard in music even though I am on my sick bed and it is very humbling for me that the eyes of the world took stock and chose to bless me.”

During her speech, which she read from a prepared script, Clarke also thanked her “supportive husband Volare” and her “beautiful children V’ajha and V’lori” as well as her family and every one who has supported her over the years.

“Thank you for loving me then, and thank you for loving me now, while I’m in the biggest fight of my life. I love you and again I say thank you to the Prayze Factor Awards for recognizing my contribution to gospel music on an international stage. I’m truly grateful and deeply humbled by this honor,” said Clarke.

The Prayze Factor Awards serves to bring exposure to inspired artists. This year’s on-demand show was held September 16-19 in Atlanta, Georgia.

Clarke was the first winner of the Gospel Music Marlin Award for Outstanding Female Vocalist in 1996; she won three more awards over a decade. Along with Da Fam, she won the Cacique Award for Best Song of the Year in 2005.

Despite her health challenges, Clarke has gone on to produce new music, and released the singles “Going Through”, “Faith Walk” and her classic, “The Lord’s Prayer.”

Clarke’s medical challenges began in the midst of recording her first project “Like the Dew”. After the fall, which she initially thought nothing of, she lost muscle and strength in her legs. After months of doctor visits and tests, she was diagnosed with a neurological disorder. Her treatments and doctor visits are exorbitant.

In an effort to assist with her medical bills and long-term critical care she needs, The Friends of Vanessa Clarke will host a virtual fundraising drive in October which will culminate in a virtual benefit concert under the theme “Plead My Cause V3: Going Through” on Sunday, October 31, between 6 p.m. and 9 p.m. and streamed on Facebook and YouTube. It is expected to be an evening of praise, prayer and celebration for Clarke.

Cruise port CEO reveals high cruise ship bookings for 2022

Nassau Cruise Port Limited (NCP) now has more cruise lines booked for 2022 than were booked in 2019, when visitor arrival numbers to The Bahamas broke all records, NCP’s Chief Executive Officer Mike Maura told Guardian Business yesterday, adding that he has even been approached by new cruise lines that are in development.

Maura, who spoke to this paper while on the floor of the Seatrade Cruise Global conference in Miami, said he has had meetings with all of the major cruise lines and those that are just starting up. According to him, cruise lines have not scratched the surface in regards to the potential of the cruise business for North America alone and continue to build new, bigger cruise vessels.

Noted Caribbean economist Marla Dukharan said recently that The Bahamas will not see the return of its cruise numbers to 2019 levels in the near term. However, Maura said while the industry is still in recovery mode, as it continues to deal with the COVID-19 pandemic while returning slowly to full operation, more passengers are beginning to return to their favorite cruise lines and more cruise lines are bringing more of their fleet back online. He pointed to NCP’s bookings next year as proof that vessels are returning, though many with occupancies halved. 

But JP Morgan’s “First Look at 3Q21 Business Update” for Carnival Corporation (CCL) reveals that cruise line occupancy levels are expected to shift toward pre-pandemic levels by spring of next year.

“Our takeaways here are that we can now confirm CCL is so far ramping occupancy in the US much faster than peer RCL (Royal Caribbean),” JP Morgan’s document states.

“It does appear that the company is capping load at some level below full and so, for now, we still expect true full load for CCL as well as peers sometime in spring 2022.”

Maura explained, “Today, I was asked by a number of cruise lines to provide them with the available days in 2022. We already have in 2022 more bookings than we had in 2019 and on top of that, I have been asked by cruise lines to indicate to them what other days are available because of the additional business that they would like to give Nassau.”

Maura added that all of the cruise lines have new ships debuting that carry many more passengers and crew than the earlier generation fleet.

Since June of this year, Maura said, NCP has had more than 130 calls to Nassau’s cruise port.

By December, NCP will have access to its newest berth and will have the ability to place Oasis-class vessels at berth number one, which is the closest berth to land.

US-based private aircraft association blasts proposed LPIA fee

The US-based Aircraft Owners and Pilots Association (AOPA) has blasted Nassau Airport Development Company (NAD) for what it called an “unnecessary, unfair and unreasonable” fee proposed for all international general aviation passengers landing at Lynden Pindling International Airport.

NAD has targeted February 1, 2022 as the start date for the new $28 fee for passengers arriving via private aircraft from international destinations. It is considered an airport improvement fee (AIF).

In a September 23 letter to NAD Vice President of Marketing and Commercial Development Jan Knowles, AOPA’s Senior Director of Regulatory Affairs Christopher Cooper recommended NAD withdraw the modification to airport fees and charges notice, arguing that GA currently pays their fair share for their use of LPIA and should not be burdened with additional fees used towards capital improvements, where direct benefits are not realized.

“AOPA understands and supports the need for airports to have adequate funding to maintain the infrastructure and services necessary for the safety, accessibility and efficiency of its users. However, AOPA is strongly against unnecessary, unfair and unreasonable fees and charges that negatively impact and restrict the economic benefit general aviation provides,” he said in the letter that was recently made public.

“AOPA believes the proposed implementation of a $28 AIF to international general aviation passengers landing at Lynden Pindling International Airport is unnecessary, unfair and unreasonable and should be withdrawn. Alternatively, the proposal lacks sufficient data and rationale to justify why a $28 AIF is appropriate and in what manner it will be used to support infrastructure that directly benefits GA. NAD should provide the public with relevant data and rationale in justification of a $28 AIF before any decision is made.”

There are currently no passenger fees for general aviation non-commercial passengers.

In early August, NAD published its proposed modification to airport fees and charges, citing that though GA traffic comprises approximately 40 percent of landings at LPIA, revenue attributable to all GA operations at the airport accounted for an average of only 11 percent of total aeronautical revenue respectively in the fiscal years 2018, 2019 and 2020.

NAD added that GA’s average contribution inclusive of the passenger facility charge was 3.29 percent over the past three fiscal years and that the majority of aeronautical revenue comes from commercial passenger fees (61 percent) and commercial landing fees (24 percent).

Cooper said NAD did not provide sufficient analysis or explanation as to whether it presented an appropriate balance of revenue, or whether a $28 AIF amount is appropriate.

“Demanding GA pay a greater share for maintenance and capital improvement costs related to runways, taxiways, parking ramps and terminal buildings that are either used exclusively by air carriers, or damaged at a disproportionate rate by air carrier operations is unnecessary, unfair and unreasonable. And while GA is more than willing to pay for justified fees for services and infrastructure that provides direct benefits, it is unreasonable and unfair to expect any entity to pay for fees that are a result of the inability to adequately plan and save for expected debt payments and scheduled capital improvements,” he said.

“From all accounts, GA currently contributes its fair share to LPIA considering GA’s proportional needs and usages of the existing infrastructure and the fees currently paid to FBOs, NAD and the Bahamian government. In the spirit of fairness and reasonableness, AOPA recommends NAD withdraw this proposed modification to airport fees and charges notice.”

Cooper also argued that there was little details provided on how the AIF will be appropriated to specific projects that will benefit GA.

He urged NAD to consider alternative options because, he argued, such a fee would “create unfairness for smaller GA aircraft who might carry more passengers than larger turbine aircraft”.

“AOPA understands the challenges the entire aviation industry has faced in the last year and a half, including airports in tourist-dependent areas. COVID-19 crippled airlines’ schedules and travel restrictions have kept people from travelling in large groups,” Cooper said.

“However, the GA industry remained strong and resilient in the face of a pandemic. GA was able to continue to travel to areas like The Bahamas, bringing with it much-needed economic benefit to airports and surrounding communities. Since many GA operators cannot pass on added fees and charges to customers, any additional exposure to costs will only discourage travel to those areas.”

The AOPA is a Maryland-based non-profit political organization that advocates for general aviation.

MVP!

After weeks of speculation by Bahamians and basketball fans, women’s professional basketball player Jonquel ‘JJ’ Jones was named as the 2021 KIA Women’s National Basketball Association (WNBA) Most Valuable Player (MVP) on Tuesday. The official announcement was made by the league hours before Jones and the Connecticut Sun tipped off their postseason, taking on the Chicago Sky in the WNBA Semifinals.

The Holmes Rock native made history as she became the first Bahamian athlete to be named MVP of a major professional sports organization.

Jones opted out of the 2020 season due to COVID-19 concerns. She spent most of the season back in Grand Bahama, and used that time to work on her craft along with her mind, body and soul, she said.

“I was just posted up back home in The Bahamas playing video games and working out, pretty much every day, and I basically trained like a 6’ 6” guard. I worked on my ball-handling and my Eurostep in the lane and my body-control under pressure. I was looking at Dirk (retired NBA star Dirk Nowitzki), at KD (NBA star Kevin Durant) – at players with my size who can be versatile and stretch the whole floor… basically just trying to level up my whole offensive game,” Jones wrote for the Players’s Tribune – a media platform out of the United States that produces daily sports conversation and publishes first-person stories from professional athletes.

The 6’ 6” post player for the Sun was one of the league’s top players coming into this season, winning the WNBA’s Most Improved Player (MIP) Award in 2017 and the WNBA Sixth Woman of the Year Award in 2018. She is the first WNBA player to win all three awards, and is the second non-American to be named WNBA MVP behind Lauren Jackson of Australia – a three-time winner.

Jones is also the second player from the Sun to win the award, following in the footsteps of Tina Charles who won in 2012.

It was a landslide victory in the MVP voting this year as Jones received 48 of the 49 first-place votes, finishing one vote shy of winning the award unanimously. She scored 487 points from a national panel of sports writers and broadcasters. Coming away with a second-place finish with 224 points that included one first-place vote was Phoenix Mercury’s center Brittney Griner. Rounding out the top three finishers was the 2018 WNBA MVP, Seattle Storm forward Breanna Stewart.

All three players played together for Russian club UMMC Ekaterinburg in the WNBA offseason in the Russian Women’s Basketball Premier League. They won the league and the EuroLeague Women’s titles this past season.

Jones was not the only Sun player to be rewarded yesterday for a standout season. Her teammate Brionna Jones won the MIP Award and Head Coach Curt Miller won the Coach of the Year Award.

The Sun finished with the best record in the league, sporting a 26-6 win/loss record. They closed out the season with 14 straight regular season wins – the longest winning streak to end the season in WNBA history, and the fourth-longest winning streak in league history. They were tough to beat at home at the Mohegan Sun Arena in Uncasville, Connecticut, where they held a 15-1 record. The Sun went 2-3 without Jones who represented Bosnia and Herzegovina at the FIBA (International Basketball Federation) Women’s Eurobasket 2021 in June.

As a team they were locked in, particularly after a loss in the inaugural Commissioner’s Cup Championship in August.

“By the time this season rolled around, I was chomping at the bit,” Jones wrote. “As a team, we just knew from the jump that it was title or bust, and I’m not even going to bring up how SLEPT ON we’ve been all season, especially after we lost in the Commissioner’s Cup. It would be petty to bring up how everybody was out on us after one bad game.”

It was a dominating season for the Bahamian. She averaged a double-double on the season at 19.4 points – fourth-best in the league – and a league-best 11.2 rebounds per game. She was one of two players to average a double-double on the season, the other being WNBA Defensive Player of the Year Sylvia Fowles of the Minnesota Lynx. Jones’ 8.7 defensive boards per game also led the league. She dished out 2.8 assists, and defensively, she was in the top 10 in the league with 1.3 blocked shots and 1.3 steals per game.

Those defensive numbers had her listed as tied for third for the WNBA Defensive Player of the Year Award. Jones was named to the WNBA All-Defensive First Team for the second time in her career.

A week ago, Jones was unanimously chosen as the Associated Press’ (AP) WNBA Player of the Year.

For her league-best in rebounds this season, she won the league’s Peak Performer Award in that category – the third time in her career after doing so in 2017 and again in 2019.

Over the 27 games she played in this season, Jones secured a double-double in 18 of them to lead the league. Offensively, she scored in double-figures in all but one of those 27 games.

Jones tied a regular season career-high with 31 points in a 85-75 victory for the Sun over the Washington Mystics on August 31.

The sixth overall pick in the 2016 WNBA Draft made her third career All-Star appearance this season, and was a runner-up in the WNBA Three-Point Contest – her first time competing in that competition.

For her consistent efforts on the season, the Sun player was named WNBA Eastern Conference Player of the Month for May, August and September as the Sun posted a combined 18-2 win/loss record in those months.

In September, she averaged 15.4 points, 12 rebounds, three assists and two blocks per game to help the Sun finish the month at a perfect 5-0. In August, Jones helped the Sun finish 7-0, averaging 18.7 points, 11 rebounds and one block per contest. In May, Jones notched numbers of 20.3 points, 10.5 rebounds and 3.3 assists per game to help her team to a 6-2 record.

In addition to the three WNBA Eastern Conference Player of the Month awards, the former George Washington University standout also carted off four Eastern Conference Player of the Week awards.

In honor of being named the 2021 WNBA Most Valuable Player, Jones will receive $15,450 from the league and a specially designed trophy by Tiffany & Co.

Sky upset Jones and the Sun in Game One

On a night they won three of the league’s top awards, the Connecticut Sun were hoping to a fast start to their 2021 playoff run, but it wasn’t to be as the upstart Chicago Sky turned them back last night.

The Sky held in double overtime, defeating the number one seeded Sun, 101-95, to take the opening game of their Women’s National Basketball Association (WNBA) best-of-five semifinal series. Game Two is set for Thursday night.

The Sky was one of the teams that gave the Sun issues in the regular season, winning two out of three, and they continued that trend on Tuesday, winning on the road at the Mohegan Sun Arena in Uncasville, Connecticut.

Bahamian professional women’s basketball player Jonquel ‘JJ’ Jones, just hours after carting off the WNBA Most Valuable Player (MVP) Award, had a respectable night, but as a team, they shot just 37.8 percent (34-for-90) from the floor and couldn’t overcome a resilient Sky team.

Jones had game-high honors of 26 points and 11 rebounds, but Sky point guard Courtney Vandersloot was special, recording just the second triple-double in the league this season – the other came from New York Liberty second-year guard Sabrina Ionescu in the regular season.

Vandersloot had 12 points, 18 assists and 10 rebounds to lead the Sky. Candace Parker had a side-high 22 points, six assists and five rebounds and sharp-shooting guard Allie Quigley contributed 19 points including a game-high three three-point shots. She was 3-for-7 from distance.

Brionna Jones, the league’s most improved player, shot 9-for-16 from the field and finished with 22 points for the Sun. She added 10 rebounds and four steals. DeWanna Bonner was the only other player in double figures for the Sun, but shot just 5-for-17 from the field. She had 13 points and 10 rebounds.

As for the 6’6” 27-year-old Bahamian MVP, she became just the second non-American to win the league’s top individual award. Earlier in the day, she was confirmed as the league’s MVP, securing 48 of the 49 first-place votes after turning in her best season in the WNBA.

In addition to Jones being a near unanimous selection, the other Jones, Briona, won the WNBA Most Improved Player Award and Sun Head Coach Curt Miller carted off WNBA Coach of the Year Award. Collectively, they helped lead the Sun to the league’s best record and their best record in franchise history. The Sun finished with a 26-6 win/loss record, two games ahead of the second-place Las Vegas Aces.

Jones averaged 19.4 points and 11.2 rebounds per game this year while 51.5 percent from the field and 36.2 percent from three-point land. She led the league in rebounding for the third time in her career, and was fourth in scoring.

On Tuesday, the Sun fell behind by as many as 11 early, but battled back, ending the first quarter on a 10-2 run. They trailed just 24-21 at the end of the first quarter, and stayed within striking distance until taking their first lead of the game at the 3:10 mark of the second quarter. Bonner had a driving finger roll layup at that point to give the Sun a 36-34 lead.

The game went back and forth for the remainder of the half, and the Sky took a 47-46 lead into the break.

Both teams picked up their defensive intensity in the third quarter, and it was Parker and the Sky who would take a slim lead into the fourth. They led 66-63 going into the fourth.

After the Sun scored the first four points of the fourth, the Sky reeled off seven in a row to take a 73-67 lead. Jones and the Sun kept battling back, eventually forcing overtime as the game was tied at 84 at the end of regulation. The game was tied again, at 91 at the end of the first overtime period, and then Vandersloot and the Sky took over in the second extra session. They hit three of four free shots down the stretch to seal the win.

Game Two of the best-of-five series is set for Thursday night in Uncasville. Games three and four, if necessary, will be played in Chicago. In necessary, the fifth and deciding game will be held at the Mohegan Sun Arena in Uncasville.

The Bahamas takes down Trinidad and Tobago

The Bahamas improved on its strong start at the 2021 Confederation of Tennis of Central American and the Caribbean (COTECC) Under-12 (U12) team competition for sub-region three and four. They took down Trinidad and Tobago 2-1 at the Centro Nacional de Tenis Parque del Este in Santo Domingo, Dominican Republic, yesterday.

The two countries went into the doubles match tied 1-1. The Bahamas’ Tatyana Madu, who plays in the number one spot, was unable to play due to cramps. Team Bahamas had to turn to number two spot player Briana Houlgrave and Kaylah Fox to look for a win for The Bahamas. The went up against Trinidad and Tobago’s number one and number two players, Em-Myriam Campbell-Smith and Shiloh Walker, respectively.

In doubles, the Bahamian duo won the first set 6-3. However, Trinidad and Tobago came back in the second set and won 6-4. A third set tiebreak was needed, and it was Fox and Houlgrave who dug deep and won 10-3 to help The Bahamas come out on top two matches to one.

“It’s been a tough day but we were able to pull the doubles off,” head coach Marion Bain said.

Houlgrave played in the number two spot and took down Walker in straight sets, 6-0 and 6-3. The Bahamas went up 1-0 with that victory. In the number one spot, Madu won the first set 6-3. In the second set, the score was at 5-5 before Madu was forced to retire giving Campbell-Smith the win. Trinidad and Tobago tied it 1-1.

The Bahamas opened the tournament on Monday with a shutout win against St. Lucia. Bahamas Lawn Tennis Association (BLTA) President Perry Newton said that after the pandemic hit back in March of 2020, it was important to have players get back on the court and compete for The Bahamas.

“This year, it was important for the BLTA to ensure our players have an opportunity to compete and represent the nation. The girls and their parents have stayed ready, which is reflective in their level of play. We hope that they continue to do their best as this experience will only serve to develop each one of them on their tennis paths.”

The team will face host nation, the Dominican Republic, today, starting at 9 a.m.

A new pay day

We have often heard it said, and have said it many times in this space, that where one stands on an issue often depends on where one sits.

Nowhere does that play out more clearly than in the political realm.

We thought of this recently as we watched the formation of the new government of The Bahamas with the prime minister appointing 22 ministers, including himself, then stacking the executive further with seven parliamentary secretaries, providing jobs for nearly every Progressive Liberal Party (PLP) member-elect.

That brings to 29 the size of the executive with two ministers appointed to the Senate: Attorney General and Minister of Legal Affairs Ryan Pinder and Minister of Economic Affairs Michael Halkitis.

That means that 27 of the 32 PLP MPs will be a part of the executive, and one will be speaker (Patricia Deveaux, the Bamboo Town MP, who made the revelation on social media last week).

That leaves just four PLP members on the backbench, including the deputy speaker.

In our research, we have not seen a previous administration with such a large executive, and question why the prime minister believes it is necessary to have an executive of this size, notwithstanding the many significant challenges the country faces.

His explanation that he needs to provide jobs for all these MPs because he wants “all hands on deck” will not align with the tone he will certainly seek to set as minister of finance when the new Parliament convenes and he begins to update the country on the dire state of public finances, and the need to be cautious in how every dime is spent.

His likely explanation to demanding unions when they come calling that the nation’s coffers are empty will also come into question.

When he was in opposition in 2011, Davis, then-deputy leader of the PLP, railed against then-Prime Minister Hubert Ingraham’s 17-member “Gussie Mae” Cabinet, calling it a waste of taxpayer money. 

Contributing to debate on the Boundaries Commission report in the House of Assembly on November 29, 2011, when he objected to a reduction of House seats, Davis said if Ingraham was truly concerned about saving taxpayers’ money, he could “more sensibly have appointed a Cabinet of nine, including himself”.

“Our constitution clearly crafts a Parliament of elected representatives in the House of Assembly and an appointed Senate to creation legislation,” Davis said.

“The executive comes from the Parliament and is answerable to the Parliament, but when the prime minister co-opts almost the entire group of supporters from the House for his government, he corrupts the intent of the constitution.”

In a speech that meticulously outlined the historical context of the number of parliamentary seats, Davis, in referencing the 1964 constitution, explained: “The minimum Cabinet of eight members plus a premier was crafted to, logically, suggest a reasonable ratio between ministers and members of Parliament — a ratio which would see three House members for each minister.

“The concept was that a majority party in the House of Assembly with just more than half the members, could have one of its members selected to be speaker and still have more backbenchers than there were ministers.

“Well, for the past five years, we have had a party, the FNM, with 23 members elected creating a Cabinet of 18 and still, today, causing the taxpayer to have to pay for 17 ministers — TWICE the minimum required by the constitution!”

Davis continued: “And the prime minister has the temerity to suggest that reducing the number of members of Parliament from 41 to 38 will save money?

“If he was seriously concerned with saving money, he could have reduced his Cabinet by half at any time and saved the taxpayer literally millions of dollars!

“But he chooses to sell the fiction of prudence while squandering money on a Gussie Mae Cabinet.”

Davis now has five more Cabinet ministers than Ingraham had at the time he expressed strong disapproval over the size of the 17-member Cabinet.

We wonder now how the new prime minister and minister of finance intends to sell his own message of prudence against the backdrop of his previously stated views on Cabinet size, given his own super large executive.

‘Elected dictatorship’

But this goes beyond dollars and cents. 

The decision by the prime minister to stack the executive with so many PLP members for certain corrupts the intent of our constitution, to borrow Davis’ words from 2011.

Article 72(1) of The Bahamas Constitution states: “There shall be a Cabinet for The Bahamas which shall have the general direction and control of the government of The Bahamas and shall be collectively responsible therefor to Parliament.”

Article 72(2) states: “The Cabinet shall consist of the prime minister and not less than eight other ministers (of whom one shall be the attorney general)…”

Parliament’s role in keeping the executive accountable is severely diminished by having the vast majority of elected members on the governing side serving as part of the executive.

Though Cabinet ministers, who include ministers of state, are selected from the Parliament, once sworn in as ministers, they are collectively bound to the decisions of the Cabinet.

If a minister of the government does not support a decision, policy or legislation put forward in Parliament on behalf of the Cabinet, it is the minister’s duty to resign from Cabinet.

Though parliamentary secretaries are not members of the Cabinet, Section 21 of the Manual of Cabinet and Ministry Procedure clearly states, “A parliamentary secretary is a member of the government.

“At parliamentary meetings or committee meetings, he may play a full part by means of suggestion and criticism in the formulation of policy.”

However, the manual makes clear, “Once the government has established its course of action, it is the duty of the parliamentary secretary to give that course his full support in public.”

During his time as speaker, the ever-controversial Halson Moultrie repeatedly pointed to the bastardization of the Westminster system due in part to the size of the executive (which includes ministers and parliamentary secretaries).

In 2018, Moultrie called for a constitutional amendment to address this issue.

“In the interest of transparency and accountability, there should be an amendment establishing an upper limit for the appointment of ministers to eliminate the supersized Cabinet we have become accustomed to,” Moultrie said.

“I recommend that combined, the size of Cabinet and parliamentary secretaries should not exceed an upper limit of 17 or 43 percent of the elected members of Parliament. As long as the status quo remains, it will demonstrate our lack of commitment to the ideals of accountability and transparency.”

Before Moultrie, Dr. Kendal Major, who was speaker between 2012 and 2017, raised the same concern.

In 2016, Major said large Cabinets violate the separation of powers outlined in the constitution by creating an “elected dictatorship”.

“When you have…38 members of Parliament and the majority of the members of the governing side are Cabinet ministers, what you have done is you have removed and violated the principle of separation of powers, and you have created an elected dictatorship because you have Cabinet members who, because of individual and Cabinet responsibility, have a sense of loyalty to the Cabinet,” Major said.

“They bring that into the House of Assembly and it affects the level of scrutiny and accountability to air matters in an open and honest fashion.”

Of the 38 elected members of Parliament in The Bahamas, 15 were at the time full Cabinet ministers and four were ministers of state.

One senator was a full minister and one was a minister of state. Three PLP MPs were at the time parliamentary secretaries.

“The purpose of Cabinet, other than its policy responsibility and the direction and control of government, is to be answerable to the Parliament,” Major reminded.

“…What we have found since the early 1990s up to now is Cabinets that have become overwhelmingly large and have taken the lion’s share of the members of Parliament in the House.

“That decision by the executive or by the various prime ministers within itself has destroyed, in one fell swoop, the spirit of what answerable to Parliament means or… what 

Westminster was all about.”

The opposition (the Free National Movement) at the time had repeatedly criticized the size of Prime Minister Perry Christie’s Cabinet.

Former Minister of Labour Dion Foulkes said that Christie had formed “the most expensive government” in The Bahamas.

But Christie said his Cabinet was similar in size to the one formed by former Prime Minister Hubert Ingraham in 2007. Ingraham’s Cabinet contingent was reduced to 17 later in that term.

While backbenchers generally do not carry the same influence or have the power to impact policy the way a member of the executive does, a strong backbench is vital to ensuring Parliament effectively fulfills its role in keeping the executive accountable.

If almost all of the elected government MPs are a part of the executive, then the likelihood of a more accountable executive diminishes considerably. 

Motives

Some PLPs have suggested that the large number of Cabinet ministers and parliamentary secretaries is the prime minister’s way of giving the younger generation of politicians Cabinet-level experience. 

This is an explanation Perry Christie previously used, claiming he was creating a “bridge to the future”.

There is also the possibility that Davis intentionally reduced the strength of the backbench to ensure members remain loyal to him and are less likely to publicly criticize or object to government policy decisions and other actions.

A Government of Canada publication rightly observed: “If the party in power can maintain the appearance of solidarity, it will be more successful in convincing the public that the decisions it has taken — however unpopular — are the right ones.”

Davis has sought to justify his Gussie Mae executive by stating that he needs the best and brightest minds around the table to help solve our biggest problems, but this seems more like a convenient excuse to provide more pay for PLP MPS than an explanation that can hold water; it has the added benefit to him of increasing the likelihood that his side’s members will stay in line.

It may also be that Davis wishes to reduce the temptation for corruption.

The new prime minister has in the past spoken of the need for members of Parliament to earn more money to discourage them from being corrupt.

MPs currently earn just $28,000.

If they are appointed to Cabinet, they earn another $66,000 (plus duty allowance of $5,000) or they earn $60,000 (plus duty allowance of $5,000) as a minister of state. 

If they are appointed parliamentary secretaries, MPs earn an additional $45,000 (plus duty allowance of $3,000).

Members of the executive and their families also get other benefits, like full health insurance. 

In 2014, then-Deputy Prime Minister Davis told a reporter that raising MPs’ salaries would “remove the temptation for politicians to do things that are not right. Because if they (MPs) are earning a living by doing this, then there would be no need for them to do anything else. I think that’s what the Bahamian public has to understand.”

In February 2021, Englerston MP Glenys Hanna-Martin expressed a different view.

She called for MPs to take pay cuts given The Bahamas’ economic position.

“We should be taking a cut. But we don’t want to do it. We don’t want to sacrifice. But you’re telling people you have to wait a year, two years for your money,” she said in the House of Assembly.

“Something is wrong with that picture. You cannot send a signal that you are entitled to better standards or accommodations than average Bahamians.”

Given that Hanna-Martin has been re-elected, this time back in government, and given that our fiscal situation is even more critical than in February, we wonder whether this is still her view and whether now as a senior Cabinet minister, she will impress upon the minister of finance what she previously described as the need for MPs to take pay cuts.

We will wait to see whether Minister Hanna-Martin’s stand on the issue is unchanged even though she sits now on another side of the political divide.

We also urge Prime Minister Davis to be mindful of the significant damage the former prime minister caused himself and his administration due to his many flip-flopped positions, and contradictory actions.

Saying one thing in opposition and doing another thing entirely different when in government is a sure-fire way to trigger the swift depletion of the public’s trust.
